Since the chain tensioner on the engine is hydraulic, the hydraulic fluid has to bleed out of the cylinder for the tensioner to compress. It is common for the tensioner to feel stiff; you have to take your time to slowly compressing the tensioner as to allow time for the oil to bleed out. If the tensioner will not compress or it is taking too much force to compress (RL3366's plastic is flexing), that usually is an indicator that your chain tensioner is either defective or the engine oil in it is slugged. To sum things up, turn the bolt on the RL3366 slowly (NO POWER TOOLS) feeling for resistance from the hydraulics in the tensioner, stop for a couple of seconds to let some oil bleed out of the tensioner, and repeat until the tensioner is compressed enough to allow it to slip out of the chain.
