The reason reflective road way signs are reflective to your eye, is that your are on the same eye level as your head lights. So there is only one angle that it will reflect to your eyes. To Test: try taking a picture with a flash camera and one with out. Also paint must be dry before it reflects....It appears white in the container but dries semi translucent.
